SCADA/Programmable Controls

ArcSine Engineering has considerable experience in planning and designing programmable systems for process monitoring and control. Most of ArcSine's process projects utilize programmable control, including programmable logic controllers (PLC's), remote terminal units (RTU's), personal computers (PC's) or larger platforms, and combinations of the elements above in supervisory control and data acquisition (SCADA) systems. Arcsine's projects include skillful integration of new controls with existing controls, with special attention to construction sequencing to maintain facility operation. PETALUMA WATER RECYCLING FACILITY SCADA     Download more information

Developed a comprehensive SCADA system for Petaluma's $110 million Water Recycling Facility. The project included the design and programming of the new facility as well as off-site access to 2 terminal servers. ArcSine's work included the programming of:

  • HMI - Wonderware InTouch

  • PLC's - Schneider Automation Modicon control system

  • Communications - Data Acquisition Server modbus TCP over a redundant fiber optic network. Fiber optic supervisory network. Integration with the City WAN via firewall. Radio communications with remote sites

  • Dedicated business server

  • Distributed HMI consisting of redundant tag servers, redundant terminal services and multiple clients

  • InSQL historian and Active Factory client tools

  • SCADA alarm

  • Offsite access via SCADA terminal services

  • 10 PLCs, 150 process screens, 350 network status screens

  • Development of a comprehensive troubleshooting support information system keyed to any SCADA alarm

  • Related projects for wastewater collection and recycled water

  • Computerized maintenance management (CMMS)

SAN FRANCISCO WATER SCADA SYSTEM

Field investigation, developed comprehensive points list, and prepared master planning documentation for 300 remote sites. Design of power, instrumentation and controls, and RTU's for 150 of the sites. Remote sites communicate with four central sites via telephone, radio, and satellite communications to provide total water system monitoring and remote control capability.

CITY OF ANDERSON WATER SYSTEM

Designed, furnished, and installed a SCADA system covering a 12-site municipal water system. Designed, programmed, and provided startup for pumping station PLC's.

CITY OF LAKEPORT WASTEWATER SYSTEM

Designed and performed construction services for a supervisory control and data acquisition system (SCADA) covering five sewage lift stations, the sewage treatment plant, and the central SCADA site.

EAST BAY MUNICIPAL UTILITY DISTRICT

Designed new programmable controls and modifications to and interfaces with the District's distributed control system (DCS) as part of design of new and upgraded facilities. Projects include the following:

CITY OF RED BLUFF WATER AND WASTEWATER SYSTEMS

Prepared a SCADA master plan to allow the City to incrementally upgrade their facilities with the ultimate goal of a fully integrated system. The plan included complete SCADA system architecture, process and instrumentation diagrams, economic analyses, and construction phasing for a 25-site system.

CENTRAL CONTRA COSTA SANITARY DISTRICT SCADA SYSTEM

Prepared a master plan for, and then designed, a 23-site SCADA system. The project included in-depth planning for station primary and backup controls, supervisory monitoring and controls, communications, integration with the main wastewater treatment plant, system implementation, and evaluation of personnel required to support the system.

CENTRAL CONTRA COSTA SANITARY DISTRICT STATION DESIGNS

As part of design of new and upgraded facilities, designed new programmable controls. Projects include the following:

CONTRA COSTA WATER DISTRICT

Designed Ygnacio Pumping Station, including site PLC's, RTU, communications, and modifications to and interfacing with District SCADA system. As part of a District-wide SCADA upgrade project covering 80 sites, wrote detailed requirements for soliciting design-and-build proposals from qualified systems vendors.

LIVERMORE-AMADOR VALLEY WATER MANAGEMENT AGENCY

Designed the programmable controls and SCADA system upgrades for 5,500-hp pumping station.

ZONE 7 WATER SYSTEM

In the Livermore, California, area in 2001 designed all local provisions for a water SCADA system covering approximately 30 remote sites plus two treatment plants. In addition to SCADA, the project included complete rehabilitation of treatment plant controls.

BELLA VISTA WATER DISTRICT

As part of the water filter plant expansion, designed plantwide PLC controls. Controls included dual, redundant controls communication link with 30 remote valve operators. For wells and pumping stations, designed PLC controls and performed programming and startup. Designed interfaces to ISDN telephone telemetry and provisions for future system-wide SCADA.

DELTA DIABLO SANITATION DISTRICT

For a new reclaimed water facility, designed plantwide PLC controls and integration with existing controls and networking.

BENICIA WASTEWATER TREATMENT PLANT

                     Designed plantwide distributed control system, complete.

MARIN HEADLANDS WATER SYSTEM

                     Designed water SCADA system.

CITY OF SUSANVILLE WATER/WASTEWATER SYSTEM

Prepared a SCADA conceptual design and documentation to solicit vendor design-and-build proposals.

SAN DIEGO NORTH CITY WATER RECLAMATION PLANT

Designed plantwide distributed controls, and assisted with startup and testing.

CITY OF BRENTWOOD TREATMENT PLANT

Designed an entirely new plantwide control system including PLC's in a dual-redundant hot standby configuration, plant SCADA system, and plantwide process communication network and local-area network. Included plan fiber-optic loop in a self-healing configuration. Provided for integration with future City facilities.

CITY OF BRENTWOOD WATER SYSTEM

As of 2001, design was underway for a 24-site water SCADA system, complete. The project included identifying and documenting the ultimate system, then optimizing the initial project to meet budgetary constraints.

PALMER CREEK COMMUNITY SERVICES DISTRICT

Designed water system PLC/PC-based control system, with remote monitoring and control capability.

SHASTA DAM FILTER PLANT

                    Designed plantwide PLC controls, modified and debugged PLC program.

NASA HIGH-PRESSURE AIR SYSTEM

Designed, furnished, and provided construction services for a 150-point PC-based data acquisition system for existing dual 3,000-psi reciprocating air compressor system, including detailed design of instrumentation tubing and field-mounted PLC cabinet.

NASA VERTICAL MOTION SIMULATOR

For a man-rated, six axes flight simulator, prepared comprehensive master plan, and designed the following programmable systems:

Digital Model Control Unit (MCU)

Design, programming, installation, and testing of a digital system replacement to existing servo Mode Control Unit (MCU). System was based on VME chassis, processor, and I/O cards including high-bandwidth communication to the super minicomputer host via Scramnet.

Digital Servosystem

Designed and tested prototype system, including interface to super minicomputer host; high-speed, shared, replicated memory network; microcomputer with high-bandwidth digital signal processor (DSP) motion control circuit cards; and hardwired safety systems.

Data Acquisition System

Designed PC-based high-speed, 80-channel, continuous-loop data acquisition system, with online playback capability.

Sequence-of-Events Recorder

Designed and provided construction services for a VME chassis-based sequence-of-events recorder and annunciator system.

NASA Arc Jet FACILITY

For a 100-megawatt thermophysics research facility, designed the following programmable systems:

Control System

                    PC-based dedicated servocontrols for the 60-megawatt dc Power Supply.

Monitoring System

PC-based system which monitors six dc Power Supply rectifier modules. Fiber optic communications were used to maintain 30-kV isolation between modules. Provided materials, purchase, assembly, programming, and startup assistance.
